Where the office of ACCA in Uganda is located?

Does ACCA Uganda offer scholarship to a student who has passed diploma level in accounting and finance from a public institution with a first class?

I registered with ACCA as a student in October 2010. Since then, I had passed only F1 Accountant in Business. My student ID is no longer active and it is 10 years. If I want to resume my studies, I am still eligible to register with the same student ID? Is it possible to claim previous credit passed in June 2011 (10 years ago)?
