Overall purpose of the role:
Contributing to the Uganda Refugee Response Plan’s 2020 – 2021 strategic objective of transitioning from in-kind to cash-based assistance and in line with the inter-agency objective of providing household-level assistance to refugees through a people-centered, basic needs approach, the Uganda Cash Consortium (UCC), led by the Danish Refugee Council (DRC), assists newly arrived as well as the most vulnerable long-term refugees in Uganda’s South West and West Nile regions through the provision of multi-purpose cash transfers (MPCT) as a means to address immediate, basic non-food needs.
Leading DRC’s field-based implementing teams will be the Cash Team Leader. The Cash Team Leader will be 100% dedicated to the project and, therefore, will be responsible for site-specific project management and implementation of the cash project. Technically managed and supported by DRC’s Cash Project Coordinator, the Team Leader will be responsible for maintaining technical rigor within DRC’s ECHO-funded cash intervention and ensuring adherence to best practices in cash programming. Furthermore, the Team Leader will ensure that all activities in a respective area of implementation are comprehensively planned, implemented and adapted based on ongoing monitoring and learning. The Team Leader will also assume responsibility for contributing to reporting processes, reviewing and revising project documents, and contributing to programmatic coordination efforts with the UCC’s project management unit and partners. .
KEY DUTIES AND RESPONSIBILITIES
• Overall responsibility and technical supervision of field-based Cash Project Officers and Assistants, including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
• Coordination of activities and leading field-level implementation of the project activities according to contract objectives, ensuring the project meets or exceeds agreed targets, annual planning and budgeting processes for the project with full accountability to the DRC and DG-ECHO.
• Support the Area Manager and Cash Project Coordinator to ensure that technical, financial, and operational activities, including reporting, are carried out according to DG-ECHO’s and DRC’s policies and procedures.
• Represent the DG-ECHO project at the site level, including in working groups, coordination fora with other agencies, and in providing a direct link in communications between the respective field office and the Cash Project Coordinator.
Programme and Technical Oversight:
• Provide technical oversight in the assigned field location, ensuring achievement in accordance with targets, timeliness of implementation, responsible budget management, and compliance with core protection principles and best practices, and DRC and donor regulations.
• Co-design, organize and facilitate cash and market-related assessments, price monitoring and post-distribution monitoring exercises.
• Lead the assigned field team in undertaking targeting and verification exercises. This task requires regular coordination with key stakeholders including the Office of the Prime Minister, UNHCR and refugee committees.
• Organize and facilitate cash transfers, including cash-on-wheels, mobile money and bank transfers. This entails ensuring all logistical arrangements are in place for both cash recipients as well as the distributing financial service provider, coordination with other key stakeholders such as the Office of the Prime Minister, UNHCR and WFP, and ensuring help desk and monitoring functions are in place and responsive.
• Support monitoring, evaluation and learning exercises agreed upon by the DRC and UCC MEAL teams.
• Support collaboration with the Uganda Red Cross Society, specifically assist in their initiatives to promote accountability across the project and in the topical areas of digital and financial literacy.
• Collaborate with the Cash Project Coordinator to design and roll-out of trainings targeting both DRC and UCC staff as well as the project’s beneficiary communities.
• Lead the development of and provide quality control of field-level inputs for internal and external reporting.
• Support the Cash Project Coordinator by contributing to the strategic direction of the DG-ECHO project through active and ongoing participation in regular program reviews, monitoring and lesson learning exercises. This entails contributing to strategic exercises to identify opportunities to strengthen cash programming and to create linkages with other programming and services.
• Ensure integration of technical inputs from other sector specialists, such as DRC’s Global Cash Advisor and country Protection Coordinator to ensure high quality programming.
• Coordinate with Area Managers and relevant Support Services functions to support financial and operational management of the project according to DG-ECHO and DRC standards for compliance.
• Support the establishment of efficient and effective systems and procedures to monitor and demonstration of Value for Money
Experience and technical competencies:
• Degree in a related field, such as economics, international development or the social sciences, or comparable practical experience.
• A minimum of 4 years of experience working in international humanitarian and/or development aid, preferably with displaced populations, and with at least 2 years in project management
• Technical expertise and experience in cash programming
• Robust analytical and strategic planning skills
• Demonstrable track record of meeting or exceeding programme targets, whilst maintaining technical quality
• Highly diplomatic with excellent political awareness and understanding
• High-level communications and interpersonal skills
• A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders
• Fluent in written and spoken English
Additional preferred background experience:
Experience managing DG-ECHO projects
Degree in economics, international development or social sciences, or comparable demonstrated practical experience
Excellent verbal and written English.
