Maintenance In-charge

Job Presentation

We are searching for a Maintenance In-charge who will be responsible for day to day maintenance activities including preventive and shutdown maintenance and also ensure Safe operation of Terminal in compliance with HSSE Management System.

Key Responsibilities;

Officers in this cadre may be deployed to perform duties in any of the following functional areas:

  •  Reduction in costs
  • Reduce AGO own consumption for DG and Fire Water Pumps/ Power costs/water consumption
  • Reduce variable costs
  • Performance monitoring of Annual Maintenance contracts (AMC) contractor/other vendors and Monitor their timely payments
  • Measure, track & optimize the Reliability index (MTTR/MTBF/Cost /KL).
  • Maximize life cycle cost of assets available at Terminals/ Depots.
  • Prepare detailed maintenance budgets for the terminal and ensure Effective & efficient utilization (Tracking agreed matrix).
  • Strategies for high Uptime of equipment (Move towards Zero Breakdown).
i. Internal Customer satisfaction;
  •  To review the Field Incidence reports (FIR) created by operation personnel and coordinate with head office operations team for preparation of FARs and implement the recommendations of FARs
  • Maximize customer satisfaction and take corrective action (Internal/ External/ Vendor/ Channel Partner). Build trust and partnership.
  • Stay abreast of developments in technology / industry / competition and adopt / innovate to give competitive edge to business and strive for customer delight.
  • Ensure minimum downtime in attending internal customer complaints.
  • Sustainable vendor performance.
  • Establish & continuously improve operation strategies of maintenance to minimize downtime / throughput loss.
  • Advise the Terminal Manager on changes in engineering and additional equipment (capacity enhancement) which may be necessary for optimization operations.
ii. Total compliance to maintenance procedures;
  • Supervise the preventive, breakdown and shutdown jobs in the terminal and closing of work order / notification
  • Comply with all ISO requirements, undertake internal ISO audits and achieve nil non conformity in ISO audits
  • Ensure that proper maintenance schedules are affected to improve on plant and equipment availability and efficiency.
  • Update history and maintenance record of all equipment and keep records available, including Terminal design and drawing documents
  • To identify, requisition and follow up of the materials required; to inspect, certify the quality of the materials received at stores and request head office operations for codification of new materials
  • Prepare / circulate monthly / yearly maintenance MIS
  • Prepare PRs for materials and Annual Maintenance contracts in time
  • Ensure that all the personnel reporting are competent for the assigned job and maintaining records on the basis of education, training and experience
  • Plan for modifications, upgrading, rehabilitation and improvement of terminals and depots and equipment in the company as necessary.
  • Follow correctness and timely production of all management reports and ensure proper dispatch and distribution of reports as necessary.
  • Ensure that all safety regulations are adhered to and that the environment is protected.
  • Effect and Coordinate engineering designs and implementation of the projects
iii. Compliance to HSSE procedures;
  •  Ensure use of PPEs, adherence of work permit system and preparation and implementation of Risk Assessment
  • Undertake monthly mock fire drills and share / discuss the shortcomings to avoid its recurrence in future
  • Institute Walk around Management audits. Review, implement and share the learning
  • Organize monthly safety committee meetings, Monitor HSSE performance by monthly MIS
  • Head Fire combat team in case of emergencies/disaster at terminal
  • Organize annual safety audit of terminal as per check list and take corrective actions. Review, implement and share the learning
  • Co-ordinate with local OMCs/fire service other nearby Industries and update Mutual Aid Scheme
  • Co-ordinate and direct firefighting operations in emergencies
  • Update the Onsite Emergency Plan in consultation with Terminal Manager from time to time and conduct minimum one drill in a year
  • Conduct safety promotional activities and training programs at the terminal as per program given by HSSE,HO involving active participation of all staff /contractor workmen/tank-truck crew
  • Prepare monthly / annual HSSE MIS
  • Build a safety culture among employees in daily operations.
  • Incorporate EHS as an integral part of operation rather than statutory compliance.
  • Provide technical resolution and track closure of audit points flowing out of PSM/ FSM/ MR & other statutory audits.
iv. Learning and Development;
  •  Impart functional training to employees and agency staff
  • To provide training (Internal / External / on the job training) to Maintenance Technicians at least 20 hours in a period of one year
  •  Re-engineer internal business processes through usage of enterprise platform.
  •  Leverage technology to reduce mundane tasks.
  • Establish processes to recognize and de-bottleneck execution barriers.
  • Benchmark costs and processes towards competitive edge
  • Continuously create platform to Share best practices & enable horizontal deployment.
  •  Speed up the skill-set of employees to a “Culture of reliability”.
  • Create an environment of employee engagement through improved processes & competencies with reward, recognition & development.
  • Continually take up initiative for long term growth and enhancement – facilitate as learning guides.
Qualifications;
  • Bachelor’s degree in Engineering
  • Minimum Eight (8) years relevant experience, five (5) of which must be at senior management level gained in Project Management operations
  • Qualification in Project Management will be an added advantage
  • Proficiency in computer applications.
Key Skills and Competencies;
  •  Comprehensive knowledge and understanding of engineering aspects in Oil/gas Industry including broad knowledge of local and international standards (and petroleum and environmental testing
  •  Strong well developed written and verbal communication and interpersonal skills including ability to prepare relevant reports.
  •  Flexibility and responsiveness in handling and determining engineering issues, sound analytical skills and the ability to identify with precision the critical factors of a problem in an impartial and objective way.
  •  Ability to maintain professional status and keep abreast of evolving trends in Petroleum industry.
  • Demonstrate technical expertise in risk management, quality assurance as well as monitoring and evaluation.
  • Ability to deliver MIUL’s articulated vision for change.
  • Ability to establish flexible multidisciplinary teams.
  •  Ability to empower staff through coaching, mentoring and counselling.
  •  Comprehensive knowledge and understanding of MIUL requirements including broad knowledge of international trends in engineering projects.
