Question for Uganda Computerized Driving Permit - UCDP- Face Technologies

I have a valid Ugandan driving licence which expires in 2017. I am now living in Canada and in order to have a Canadian driving licence I have to provide the Agency with a Letter of Authentication from Uganda. How do I get the letter? Please help.
