Question for Uganda Computerized Driving Permit - UCDP- Face Technologies

I added a class and left the country before picking my permit but I had completed all processes and I was only remaining to pick, Can i send somebody to pick it for me? And if so, what are the necessary documents I need to give him/her to bring to your office so that may get the permit?
